I think you're being a bit rude, mebbe. Someone does art for you, and you tell them it doesn't look good and to "fix" it. I personally think it looks great like that. Has a sort of "mystery" about it, like that rabbit who attacks from behind dark corners. Melikes. :)

It needs a dark background. Without it the glow and the laser wouldn't look good.

I agree, but not so dark that I can't see the outline. Something a tiny bit lighter than the outline would work.

Besides, I was hoping I could print it out on a T-shirt.
Maybe just the glow itself could stay but the background is gone.

How do you do such good art anyway? I've tried making some stuff with paintbrush and end up with crap. What do you do to make Chibi art?

Just practice a lot.
Having PSP or PS helps though.

I have PSP since I'm too "poor" to afford PhotoShop (around here PhotoShop is 600.00$ or more). IMHO, PSP is almost the same as PhotoShop (yeah, yeah, I don't care about the fancy options, I only wanted a decent picture-editing program).
