(only when jour Logged in)

Users don't have the privilage to edit the polls once it is submitted.

Only Admin/mods can add a poll or change the values.

This is to prevent users from changing something that will become an inaccurate poll counts. (even trying to make changes).

I wouldn't know.. I think Cesar is right.
