I found an existing setting for users deciding whether private messages should send them an email, and added it to the User Settings page with the label "Email me whenever somebody reviews one of my downloads or sends me a private message." (It doesn't actually do that right now though, still tinkering.) However...

Specifically it feels like this would be a problem for Article 13 of the EU's ePrivacy Directive, which requires email communications to be opt-in. There's a sale-related exception that I don't think really applies here. So we could probably auto turn on that checkbox for everyone who lives in non-EU countries (since users do pick which countries they live in), but Europeans would have to remember their J2O account exists and check that box manually.

This wouldn't solve anything: the idea is to let people know they got reviews without them visiting J2O religiously. Sending messages to their inbox instead would require them to not only visit J2O but also be logged in while doing so.
