Maybe those protections don't block other programs, but instead blocks the abuse of vulerablilities in crappily coded programs (id est jj2)? Perhaps he even has better stuff to do than invening new ways of crashing servers? Not to mention he is banned, so he has a hard time testing his new ways of crashing.

Yes, I'll be when I ban him from the server and solved the problem without fully disabling JJ2 for him.
